having the lift at the bottom or top of the surge makes NO difference. the lift pump is not a pressure [head] device. it is a volume device - so big lines low pressure. the surge tank purpose is not for pressurising it is solely to ensure the outlet is NEVER uncovered - but obviously better if full. the return line IS better at the top because if full the warmer stuff is more likely to return to fuel tank.
