Thermo fans are triggered by a thermatic switch - eg the switch 'switches' when a certain temp is reached.
Fans will turn on regardless of engine rpm or vehicle speed. However, when you are moving, the air being passed through the radiator as a result is normally sufficient to cool the vehicle and avoid the fans turning on.
This is not the right way to test them. The fans will spin when driving just from the air passing through the front of the car and then through them. What you need to do if find out the thermastat temp, and get your hands on an Infra Red thermometer. Thermos normally kick on about 5 deg higher than the thermastat.
Eg, car heats up to 82 deg, thermo opens and *normally* cools the engine back down. If engine temp continues to rise (normally from the radiator not getting air due to the car being stopped and idling) then the fans kick in, pulling air through the rad, and then cooling the engine back down.
I'm not too familiar with the MX83 but do they have both an engine fan and a thermo fan. Normally it's one or the other I thought.
Keep in mind AC will also have a fan for the condensor so don't mistake it for this.

MX83s have 3 fans, a big electric thermofan on the front of the AC as a push fan. This runs whenever the AC is on. A second little thermofan which is high up on the passenger side, ive never seen my one run so im not sure when it comes on, and it has a standard engine clutch fan off the waterpump.
