Yes, that's right- in turms of steering effort required. So the steering will be 'heavier', meaning you'll need more muscles to turn the wheel. But you won't have to turn the steering wheel as far to get the front wheels to move the same angle.
If I remember correctly, AE86 knuckles are 132.5mm,Some coronas have up to 147.5mm. Celicas vary somewhere between these two, perhaps some at 132.5mm as well. AE86 p/s ones 115mm. The shortest knuckles I know of are KE20/25 (around 110mm) but they have a different bolt spacing so won't fit unless modified.
In Practise, this is what happens when you change the steering knuckles to power steering: Roughly, you'll need 1/3 more muscles to turn the wheel, but instead of turning the steering wheel 1/2 a turn for a particular corner, you'll only need to turn it about a 1/3 or a turn with the p/s knuckles.
