For some reason it is not accepting the setting to allow renames for an unlimmitted time. I have asked some questions about this of the Vbulletin guys but don't have a solution.

Josh: this problem has cropped up on the OCAU forums as well, it doesnt seem to be a time limit but rather the number of posts which have replied to the OP. Not sure why it decides to do it that way, as you say the VB guys may be able to come up with why.
