Default 4age 20v blacktop cam gear/belt and dizzy install

hey fellas, this is the lates issue i have come across building my gze/20v:

ive installed my cams, camgears and timing belt as per the toyota manual: that is put the exhaust cam with the knock pin up and put the gear on the hole without the "5" on it then line up the marks on the cam gears. ive then gone to install the distributer, and the manual says at #1tdc the slit in the exhaust cam for the dizzy should be straight up and down, but mine is at a about a 30degree angle. and when you line up the dizzy pin with the mark on the housing that is pretty much vertical

has anyone ever come across this? or is the manual wrong about installing the dizzy? or can i just not read

Not sure why the manual is saying to remove the 2 cam pulleys or the crank pulley. Fit the exhaust pulley, line up the pulley dimple with the line in the top engine cover do the same with the intake cam pulley ensuring the cam pulley marks are aligned also as per EM17 http://home.onthenet.com.au/~paulp/Blacktop/bt4-em.pdf
As the dizzy drive is offset to one side of the cam, it can only go together one way

yeah i lined it all up like in the manual. someone did suggest that it may be a silvertop exhaust cam pulley. having different marks on it. i have a toda exhaust blacktop cam gear also and the marks on it are different to the standard toyota pulley
