Well i can only adivise trying another boost controller mate.
ive only ever heared good things about those turbotec controllers but having not used one personally i cant really comment.

It seems like the little hole in the controller just bleeds too much and the pressure is not getting to the actuator???
PS while I think of it, would really appreciate comments from you two on my manifold and dump pipe situation at the end of the "3S-GTE Exhaust Temperature Sensor" thread.

Hmmm Are you sure that that is the way that the valve works? if you screw that valve all the way down and close it it will stop the boost getting to the wastegate, and cause boost spike. and if it is fully open then the wastegate will just see the normal boost level.
I would expect you would need to tee into the line between the turbo and waste gate to "bleed" off some air though the valve you have and the other port of the value would go to free air.
