Not Hall Effect.

It will need power to work!

now in regards to the 1984 hall sensor.

what wires would we think these are?

Yellow: 12v?
Red signal ?????
Blue GND ??????/

I don't know what the exact signals are, but you need to be aware that most photo transistors - including the toyota photo transistor we are talking about here, are what as know as "Open Collector".

And that means that they can only sink current, not source it. Read below

You will want to connect a pull up resistor (1-2k should be fine) to a voltage source and then use the multimeter to measure the square wave voltage output...

Or you can put your multimeter in Ohms mode and check to see that you see low resistance, then high resistance as you turn the interrupter wheel...
