4age silvertop problem

ok well, just dropped a silver top 20v into my ae86..
so far i am having a problem where when you start the motor it doesnt wont to freely rev at any throttle position. then other times you hold it at a constant and it slowly comes up and

once it is up you can freely rev until it drops back down to low.
the engine also seems to be running lean as the exhaust manifold is getting rather hot extremely quickly and backfiring.

any way they are the symptoms i am having atm and so far i have checked a/f meter is work correctly, ecu is not throwing any codes, oxy seems to be fine, fuel pressure is fine.

any ideas?

i had a problem similar to that with my old sprinter but it was the TPS was fully F*&KED but that was a 4agte smallport
