i'd start with the fuse box, as you said, probably drivers kick panel(and the one under the hood), if that all clears i would reset the ecu, and re-check for symptoms...if that doesnt work, you got yourself a lot of work!

having a couple of electrical issues with my celsior.. i wanna fix em up before i sell it..
they are mainly with the electronics on the steering wheel..
1. the steering wheel adjustment only works in and out.. not up and down...
2. the auto return on the steering wheel doesnt work
3. the cruise control stalk doesnt work, the light doesnt switch on on the dash to say the cruise mode has been activated.
4. the interior light doesnt respond to unlocking the car.. (used to switch on when the car was unlocked)
5. Air bag light on the dash stays on.
i know these are minor problems, but they are giving me the shits and will hurt my asking price when i sell it..
any suggestions..
also, where the fuck is the fuse panel... ill search in a sec, but just figured someone may save me the trouble..

it aint in the kick panel.. ther is no kick panel.. i was like WTF??? and the only thing in the under bonnet fuse box is relays for EFI, Lights, usual crap etc...
I hope like all fuck its a fuse.. if not, it means i gotta take the steering column apart... and i FUCKING HATE WIRING...
fuck it, might just give it to an auto sparky and cop the anal rape... i CBF wasting my time looking for faults...

There should be a fuse panel down there somewhere, might have to pull the carpet back. Can't remember off hand where it's hiding.
Does it beep at you with the key in and the door open?? A fair few problems with the column are usually caused by people trying to shut that beeping up.
And no one's had the steering wheel off lately?? The Airbag and cruise sounds like someones shagged something up with the clock spring

ill have a proper look for the fuse panel tonight... ATM the wheel is stuck in its highest position.. sooooo fucking crap to drive with..

As others have said, if the thing doesn't beep with the key in the ignition, the ignition off, and the door open, its probably because they've cut the wrong wire. Cutting the wrong wire stops the auto tilt from working. But it should still work in manual.
I'd say either dodgy switch or motor is stuffed.
But a lot of things are pointing to the fact that the wheel has been taking off and something not put back right. Does the horn work?
The CRUISE light on the dash (can't remember if its called AUTO DRIVE) should work when ever you push the cruise button (regardless of any sensor fault).
Also bridge TS and E1 I believe in the diagnostic box, and that should get all the dash lights to flash their codes at you.
Cross check the airbag code with this.

ok, just took it for a drive..
with the keys in, ignition off, door open.....it beeps..
the steering wheel adjustment works in and out, not up and down.
tha auto drive light does not switch on,
i dont know whether the steering wheel has been taken off, but i have previously taken the dash unit out to fix the tacho... but the horn etc.. worked fine for a while after that..
also, where the fuck is the fuse box.. i found some random shit under the rear seat, so that doesnt fill me with confidence about where the put things in that car..

Fuse boxes rarely need anything to be removed to see them, so I'd say its somewhere near the drivers pedals. Although I honestly can't say I've ever needed to get to mine.
With most Toyota's you can do a diagnostics test with the cruise control (push buttons, things flash, etc), not sure about the Celsior though.

cant remember where the fuse box is, but the steering column is an easy fix.
if you can hear it moving it just means the little worm drive in the column has moved, mine had the same problem.
so remove column cover, find little motor thingo, see if it moves when you try to move the column (from memory it only works once after you turn the ignition on then stops trying so it doesnt fuck the motor), if it does move all i did was re grease it and put a washer in there to push out the worn bit and it worked like a charm. best thing i ever did i sucks driving with the column all the way up.
as for airbag i would say fuse or sensor.

I have the answers for you, mine had the same problem
First of all, dont touch your fuses etc, it wont help. They wont be the problem.
With the steering wheel movement, it is the worm gear that has worn out. If you search on youtube, there are a few vids showing you how to fix it. Its very easy.

The second one:
The airbag, cruise control and horn (all functions on steering wheel) are all powered by whats called a 'clockspring'. Its located in/behind the steering wheel behind the airbag. Over time, they ware out, causing you to lose these functions.
You need to source a good one and then get it fitted or do it your self. Labour can be expensive so if you are able, do it your self.
Search the net or get a manual of how to disassemble the steering wheel.
To save you some time, just go to the 'lextreme' forums, as all the info is there.
Just remember to disconnect the battery. You dont want to set the airbag off cause 1, it may break your neck, and 2, you will have to take it to a dealer to get the ecu reset, = $$
As I said, I had the identical problems, and this is how i fixed them.

hmmm, that doesn't sound right. When the clockspring 'fucks out', you will suddenly lose all 3 steering wheel functions, as they wont be getting any power. If they seperatly died over time, for example; no cruise control and airbag light on, but horn still works etc...
