legally if he is a liscenced mechanic you have lots of legs to stand on.

same as off duty police cant ignore crimes they see when off duty a mechanic cant farm out work to non liscenced repairers.

you need to be up in his face and be like "1 week ... if its not done im going to Consumer Affairs and the MTA (or whoever liscences mechanics etc)"

remember just as we can lose our driving lisceces they can lose their trade liscences too.
