Sound like the oil passge in the VVTi solenoid is clogged. Clean it or replace it. These things are very susceptable to problems if the wrong oil is used, the passgeways are extremely small, the build tolerences are microscopic.. Toyota recommends 10W-40. It is the low end of the scale you have to look at. If you have used 20W-40, then you will have drama's.

    cheers Chuck.

Looking at a blacktop manual earlier - 20w-50 is recommended for for our climate.(20 to 38 degrees C), or even a 15w-40. - They do suggest 10w-30 for temp evironments ranging from 0 - 38 degrees C.

    REFERENCE - http://www.locost7.info/mirror/4age_blacktop.php

Speaking to someone who works at toyota recently - They said for all cars up to and including vvt function they use a 20w-50 multipurpose. vvti is different...

The resistance between terminals of the valve should be 11-13 Ohms at 20 Degrees C. Also, try pulling the solenoid itself out, putting 12v to it, and checking it's function. Clean well,( as chuck suggested perhaps a passage is blocked), replace the o-ring and put back in.

Sounds stupid, but ensure oil level is topped up and oil pressure is ok.

I have heard(But not exeperienced) that the vvt pulley itself (intake side) can be problematic in that once they develop some wear and tear they basically die fairly quickly. Apparently they get quite noisy...

slightly on topic: if the vvt solenoid is engaged at idle, will the motor run like it's only got 2 cyl's firing?

shelldrake: well said, when the VVT pulleys go they develop the "tick of death" where they make a loud ticking sound.

chuckster: well it isnt quite that bad but yeah it does get much rougher

Is this a blacktop or silvertop 20V?

If its a blacktop - then the transistor that switches on the VVT pulley inside the ECU has a habit of letting the smoke escape.
Open ECU, and look for the cooked TO126 package transistor. Replace, and add heatsink to ensure it does not happen again.

apart from shorting it out at idle I have been thinking if it would be possible to put a mark on the pulley and watch it change with a timing gun? anyone know if that could work?

This method was also suggested to me. It would be best if you had a timing gun with ajustment so you could tune it to one mark, activate solenoid then check the difference...

Was this your problem? My silvertop 20v is idleing like is running on 2 cylinders, at about 450rpm. But it still runs bad above 4500rpm, which i thought would go away if vvt stuck in advance?

correct me if im wrong but doesnt the VVT only make the car more driveable at lower RPM? as in being engaged at lower RPM then turn off once its around 4500rpm or is it vice versa?

It my case, it was beneficial to leave vvt on all the way to 6000rpm before switching off. (Above 6k it was better without)
