I think you need to take a look at how the rack works. Without the PPS solenoid it adds full resistance.
it keeps fluid going through unregulated which is too much for the rack (extremely light steering, know of couple people went through steering racks like crazy till the wired there PPS back in, fixed it straight away, expect that was for drifting.

I haven't looked into how the solonoid controls the fluid but would imagine it just bypasses some fluid to the return line ,without fluid bypassing it's just working like a normal non pps rack.
In my 2 j mx83 Im using the rack that came with the car from new with no probs at all 184000 klm . If I were fussy I could complain about some very slight dampness around the boots .
