mike...voltage at the coil side of the ballast should be 9v , this is because the coil is a 9v coil. When starting the car the ballast res is bypassed so 12v can be applied to a 9v coil...thus stronger spark. so check voltage on the ign side of the resistor and check voltage at pos coil terminal when cranking etc...hope this helps...
