Well I would say that your MAP sensor is the problem!

To me it looks as if that part number is for 2JZ-GE (i.e. non turbo), and as a result you are trying to use the wrong MAP sensor.

With the wrong MAP sensor you are telling the engine ECU that you have say ~10psi of boost at idle! As a general rule of thumb more boost = more fuel, and that is why you have a significant overfuelling problem!

    ToyoDIY.com

Part 89420-24060 (SENSOR ASSY, VACUUM (FOR E.F.I.)) was found on the following models:
Market Date range Model Frames/Options Found in diagram
Japan 05/1991-11/2000 TOYOTA SOARER JZZ3*,UZZ3* 84-04: ELECTRONIC FUEL INJECTION SYSTEM

Seriously you should be able to use www.toyodiy.com to find out the part numbers yourself!

    ToyoDIY.com
The correct MAP sensor part number apperas to be 89420-24040

    ToyoDIY.com
Part 89420-24040 (SENSOR ASSY, VACUUM (FOR E.F.I.)) was found on the following models:
Market Date range Model Frames/Options Found in diagram
Japan 05/1991-11/2000 TOYOTA SOARER JZZ3*,UZZ3* 84-04: ELECTRONIC FUEL INJECTION SYSTEM
Model Dates: Matching Models: Model Options: Links to diagrams:
    05/1991-11/2000 JZZ30-ACMVZ GTT, JPN, 1JZGTE, MTM 84-04
    05/1991-12/1993 JZZ30-ACMZZ GTTL, JPN, 1JZGTE, MTM 84-04
    05/1991-11/2000 JZZ30-ACPVZ GTT, JPN, 1JZGTE, ATM 84-04
    05/1991-12/1993 JZZ30-ACPZZ GTTL, JPN, 1JZGTE, ATM 84-04

The ebay part number you've listed is for a Toyota starlet, I have no idea if it is the same, and personally I'd be getting the right part number.

    ToyoDIY.com
Part 89420‑10050 (SENSOR, TURBO PRESSURE) was found on the following models:
Market Date range Model Frames/Options Found in diagram
Japan 12/1989-12/1995 TOYOTA STARLET EP8*,NP80 84-04: ELECTRONIC FUEL INJECTION SYSTEM

worst case scenario, toyota Aus or NZ should be able to mail one over to you at minimal postage cost (how much toyota wants for the MAP sensor is another thing altogether)

Any non VVTI 1jzgte should work I believe, you can find the part numbers for Jza70, jzx81, etc off www.toyodiy.com
2jzgte is also the same and will work.

7mgte run an air flow meter, so no (except the quite rare grp A...)

    No idea about skyline.
