The biggest problem with your post is regarding the fuses - "they appear to be ok" check with a multimeter or systematically switch them. With any trouble shooting, it's important to make sure you actually rule out the variables properly. See my signature for the golden rule...

The 15A 'Tail' fuse supplies a lot of things, including the parkers and the dash lights. It also controls license plate light, tail light, and potentially some others.

Make sure it is OK, and do what Shelldrake said. If you don't have a meter, swap the 'tail' fuse with a known good one (wiper/turn?) temporarily to see if the problem remains.

If the problem is still there, look closely at the 6-pin headlamp relay in the engine bay, or the actual headlamp switch on the stalk.

my ma61 has the same problem, but keeps blowing the taillight fuse instantly... i opened under the steering wheel to find a birdnest of god know what goes where wiring - ill keep you posted if i find anything helpful

A multimeter or even a testlight, you have to check the fuses properly to rule them out otherwise your gonna be chasing your tail.

If all ok there you then check power to headlight switch and then power coming out of headlight switch going to the parker circuit

No you can't but your better off upgrading to a new relay anyway

Buy a 5 pin relay 20-30 Amps
