Removing as much weight as possible forward of the front axle line will help enormously.
Most people will start talking about weight distribution, but that doesn't tell the full story. Moving a 12/15KG battery from the front left corner of the car pictured wouldn't have a huge change in front/rear weight distribution, but the change in the cars polar moment of inertia will be significant.
I looked at moving the 185KG engine in my Alfa 75 back about 30mm. The calculated effect was a reduction of the engine polar moment of inertia effect on the car of about 5%. Removing the 15KG battery from the front left had a calculated effect of over 3 times that of moving the engine back.
Bumper bar and brackets could be drilled. Aluminium radiator and light weight fan (the factor 1 in my Alfa is strangely heavy). Make the anti-roll bar out of large diameter Chromoly tube. Fibreglass/carbon fibre bonnet.

its probably different for different states but if there is significant modification then the vehicle can be classed as ICV.
i think the engineering cost may be moderate

Probably close to it.. with steering mods, irs in the pipeline, etc etc..
problem with ICV, you have to comply with current (ie 2009) emission standards, and i think crash standards etc etc.. sooooooooo much more work you have to do for it to be eligible.. not worth it imho

Joel, if you were to go IRS and modified the front sub frame you may qualify for ICV. Generally ICV is for non production chassis or production chassis that have been widened, lengthened or had all the cross members relocated. modifications to you inner guards + IRS may put you in that area if the engineer agrees.

The guidelines to classify your vehicle as ICV is also outlined in the VSI06 i linked above. It wouldnt be that hard since you have already change one major structual member (thats if the front crossmember is considered major structaul member).

No sign of those rules changing either, RTA says NCOP doesnt look like itll come into effect any time soon.

mine has icv well thats what we applied for. as it stands my car is a one of creation that meats all adrs on all the mods i made. in regards to emissions my car car had to pass the current limits set down by the manufacturer to pass. all up to do this cost me around 4k and i would do it again as now i know how to do it.

What about trying to register it as a GT celica or something? As I would have thought they were over 1100kg with the larger diff, ac, etc?
That was an option i considered when planning my ra28 1uzfe. If you can write explaining that your car possess some GT features (diff and whatever else you can make up) which puts it over the 1100kg weight?
Or, you could just semi mid mount 1jz it.
Heaviest RA35 is 1090kg. (The GTV model) (This is the weight from the brochure, in Japanese so don't know if that's wet or dry)
