2JZ boost loss???

Car in question is a 95 aristo 2jzgte, has mild mods, (exhaust, intercooler, intake ect)

So i Installed a fcd went for test drive all was good, reconnected my EBC and tried to set it to slightly increase the boost, it boosted the first turbo to 1 bar, 2nd turbo came on and boost dropped down to around 0.5 bar, didnt like this so i turned off the boost controller and returned back to theoriginal setup, tested it and it drove fine apart from a boost drop on the first turbo, it boosts to 0.7bar then drops to 0.4bar just before the second turbo comes online then boosts back up to 1bar, but kicks in really hard and sometimes brakes traction.

before it used to spool up to 0.7bar on first turbo and then 1 - 1.1 bar with both, what could be casuing this? thought maybe a leak but cant find one and it seems to run fine apart from this.

There might be a problem with one of the many VSVs / Actuators?

Or it maybe a boost leak...
