They are for the aircon, have a look at the AC Amplifier pages.

As for the other problems, using the TSRM, reset the throttle plate to be 100% closed (after you clean all the gunk out of it), then reset the TPS to be as per specs (IDL-E2 is the most important contact), and then pull the ISCV out and apart and clean it.
