I was just looking down the carby in my 18r-c today. I see there are two barrels... one larger, one smaller. When i pump the accelerator - i can see the fuel vapor in the throat of the larger diameter barrel.
The large diameter barrel - when you look at it - is moist looking.
The small diameter barrel - is not moist.... and has alot of black soot built up on it - and doesnt appear to be in use....?
Is that normal? I have noticed at pretty low revvs & taking off low revs in 1st gear - it stutters and shudders untill it gets to about 1250 revs. Is this the problem? (only just put 2 & 2 together then....)
I have also noticed & others have commented ... 'its running to rich' ... and the plugs are black as... What is the best way for me to find out/learn how to tune my carby?

The large barrel you speak of is called the primary the smaller one is your secondaries.
The secondaries are controlled by vacuum but with these old carbies the diphram is usually stuffed by now and thus resulting in only your primary's only opening
And by the sounds of it you are running rich sounds like the carby is getting to much fuel at low rpm
