Yep, you've more or less answered your own question there!
The needle valve will probably be stuck open. You can get at it with the carby still on the car. Pull the filter, then all you need to do is remove the screws (5 or 6 from memory) on the top of the carb. You may need to disconnect the choke linkages, but remove this top plate (being carful of the acc pump plunger), turn it upside down, slide the float pin out of the way, and you can get the valve out with a flat screwdriver. You should be able to unstick the valve to get you going again, but it'll probably be a bit corroded, so replace it when convenient.
