You need to decide what sort of budjet you have etc to make a definitive choice between tank and a bosch pump.
Having said that, its not ideal, but you shouldn't have issues with 2 hoseclamps, other than it looking a little untidy and being more to keep an eye on in terms of potential spots for leaks etc.
A few points, the bosch pumps (VL, VL turbo and Camira. ie bosch 044) dont like to lean out, they use fuel to lubricate themselves and if they run dry they apparently die a short painful death. They also don't cope too well with sediment or bad fuel going through them so running a pre filter might be a thought and being mindful not to run an empty tank will prolong its life.
You will not NEED a surge tank, and certainly for the cost of a surge tank, lift pump and the extra fitting and wiring will bring the cost similar to the intank pump and efi tank.
If you do buy a bosch pump from a wrecker, buy a camira one, of the same model as they will likely charge more for a VL one, especially if you ask for a VL turbo one. They are the same pump. Bosch 044.
Keep it supplied with fuel and run a pre filter to keep fuel clean.
