I don't think TA22 and TA23 suspension would be the same.
For starters they run different spacing on the strut towers.
The lower control arms are also different.
The TA23 might run the same spring rate as a TA22 due to the engine being the same weight as a TA22.
TA23 and RA23 strut lengths would be the same.
So TA22 and TA23 would not be inter-changeable.

But what about the angle of "camber"...???
But with my lack of .... i would say that the struts are the same, with some small differances.. eg. spring cup, ..
The brakeing system on the TA's is only standard "celica" spec....
The RA's got a "GT" spec brakeing system.. eg. larger, with front to rear ( byest. ) bias..
The RA's strut's/brake's should fit, a "TA", BUT you would also need the front to rear ( byest. ) bias for "GT" brake's...
My '82 GA61 XX only had the small, "Celica" brake's, on it from factory, "No front to rear" like the RA23/28/40's,MA61's...
In shot our RA23's to RA65's all got the "GT" spec. brakes...
    TA22/23 got only crap....

I've just had a look at part number on the old microfiche of a front strut leg/tube thing....

    12/70-4/74 TA22 48021-14021
    4/74-9/75 TA22, TA23 48021-14022
    10/75-7/77 TA22, TA23 48021-14013
    10/75-7/77 RA23, RA28 48021-14030
    8/77-7/81 RA40 48021-14050

    It might help.
