It's not going to make a noticeable improvement or detriment to the performance of the intercooler. Your best bet would be to use the same stuff a radiator shop would paint a radiator.
i wish to spray my intercooler black for no bling look. will it affect the performance of the cooler to much not to do it. what paint would people use? cheers.

I don't believe it has much (if any) impact on performance...

Just look at truck ICs, nearly all are black. I would try for what the rad shops use but failing that some spray can matt black anything would do. Just do the front and any impact is halved
90% of the work is done as a heat sink anyways so unless you are at the track and close to steady state heat exchange, will make bugger all difference.

Youll find black surfaces actually dissipate heat better than any other color.
But... paint is thick (insulates), so its best to anodise black.

If you want to paint it might help to roughen up the smooth parts of the cooler with some steel wool to help the paint stick. From what ive seen it doesnt take much to get paint of a cooler.
