when you spin the comp wheel listen for any sounds ie a plug tip gone into the turbine side (should make a mild tink sound if its stuck in there) .
also i hate to be the bearer of bad news but sometimes with a hot shutdown it can cause the shaft to bind if it runs out of oil and scores the shaft.
while it may still spin freely it can stop the turbo spinnig hard enough to create boost.
who rebuilt the turbo?

and by then its time to change gears. yet the other car has boost dfrom 1900rpm. sometimes it starts eariler and then drops off. can i have a leak somewhere a blockage or sticky wastegate. sometime it feels good in fifth about 120km/h passing trucks other times your ass is puckering up..
