The cams manual states that a road registered car does not have to comply with schedule I which covers harnesses. Those compliance things you listed are from schedule I so it does not apply to road cars.
Im not saying your wrong im just saying that the cams manual does not support what your saying.
What does apply to road cars? it seems to be a big grey area.

No a road car is still a road car.
An unregistered road car is subject to full race regs but a road registered car is not

Sub Section 18 of Schedule B of the CAMS Manual states:
18. Notwithstanding the above requirements automobiles registered for unrestricted road use shall not, when competing
in Drifting, Single- and/or Multi-car speed events (other than racing), be required to comply with the provisions of
sub-sections 2, 5, 8, 9 and 11 of this Schedule.
So this means Road Registered cars are exempt from the following items:
2. if fitted with any crankcase breather discharging to the atmosphere, each breather be vented into a catch tank of
minimum capacity of two litres for engines up to 2000cc or three litres for over 2000cc. Regulations for competitions
on unsealed surfaces may waive this requirement;
5. be so constructed that any longitudinal propeller shaft shall be protected from striking the ground;
8. comply with any Supplementary Regulations which require the fitment of a device to prevent the loosening of any oil
drain plug;
9. if fitted with a scatter shield, be compliant with Schedule M (refer to Section 6 of the CAMS Manual of Motor
Sport);
11. be fitted with a dual circuit braking system save for automobiles manufactured prior to 31 December, 1973 or of the
5th Category.
There is no exemption for any of Schedule A, which contains this item:
11. be fitted with safety harness or seat belts compliant with Schedule I (refer to Section 6 of the CAMS Manual of
Motor Sport);
So ALL Cars competeing in ANY CAMS event must comply with Schedule I.

Ive been going off that which states:

But i would assume the passage that is actually in a schedule would be more accurate then the one that is not.

So there we have it, the harness could be used if it had some form of austrailian compliance but it doesnt so i cant

Hi Nathan,
What the regulations mean is that if an automobile is road registered it
does not have to have a harness but if it does have one fitted then the
harness must comply with the provisions of Schedule I.
So you could fit one to your car for competition in a Club Speed Event
(note that it may not be legal for use on the road though - check your
state authority such as Vicroads / RTA) but it must be as per Schedule
I, so if you chose to use an FIA or SFI standard harness it must be
within date.
The belt you have will presumably then have either an ECE approval (R16
usually marked as E1 or E3 or similar) or AS approval (AS 2596).
Provided it is correctly mounted and in good condition you could then
use it.
