thats the thing.. i did a sensor check and its coming back with 0.024v thereabouts fluctuating about 0.005v either side of it...
Check your wiring on the apexi boost sensor. No matter where you plumb it in it should still show something if the car is actually hitting boost

Does the voltage change when you rev the engine? If it doesn't, then either the Apexi sensor is not measuring vacuum, or that it is measuring vacuum but the reading is not getting back to the unit (a wiring problem)

Also, the AVCR wiring loom has two sections with a connecting piece in the middle. Perhaps if you can find out which wire is measuring vacuum you'll be able to use a multimeter and measure its voltage further down the loom... making sure the signal is getting all the way to the AVCR itself.
I may be incorrect with the above statement and getting confused with my SAFC re the connecting bit though

I'd prefer to have my boost source line coming from both turbos. In the unlikely event of overboost from your rear turbo (wastegate failing) you will have no overboost shutdown or warning (which I assume it does)

Go into the settings section of the AVCR, then go into the boost/duty section. Set the boost to 1.00bar, and set the duty to %55
this will automatically set it for all gears.

i set it at 0.8 bar for the time being. i wasn't being too adventurous just yet.. hehe
okay the voltage from the sensor IS increasing with rpm... so yeah it jumps from like 0.024v to 0.05ish and upwards.. so i wonder what the issue is.

Are you looking at the correct sensor reading? There are 3 IIRC. One of them will be connected to the throttle, and you might be looking at it
Get another hose, connect it to the AVCR sensor, turn car onto reds and set the AVCR to the sensor check screen. Try sucking air through the hose with the car not running and see if the voltage changes.
Alternatively with the same sensor check screen on, mash the throttle. If the voltage changes then you know you're looking at the throttle sensor, not the vac sensor

Try this...
Firstly, i'd start from scratch and initialise the unit. Last option in the etc menu.
Next, change Setting to OFF. This will disable the boost controller so you only run stock boost.
Jump back into the etc menu and choose CarSelect... For 6cyl toyotas, these should be 6, 4, and diagonally up.
Jump back to the etc menu and choose SensorSel. Select the first option, Relative1.
Back to the etc menu, choose SensorChk. When making boost this should show more than 1v next to Boost. Throttle position will be ~0.5v closed ~4.5v fully open. SCSW is your scrable switch on/off if you have one.
Drive the car around in monitor mode, and make sure all the values are correct, then get back to us. Dont bother with trying to change boost levels till you have at least got the unit reading correctly.

ah ha! found the problem!
white wire connecting to the MAP sensor was broken off.. it just slid out of its sheath when i moved it.
it changed the sensor voltage significantly as well and went up to like 0.84v constant..
