the level should be in the middle of the inspection hole,
if its at the top, you are gettng too much fuel, and floodying the motor.....as you say you have to mash the pedal a few times to keep it going, to suck that fuel in....
if the level was just on the bootm of the bowl,...you would have trouble driving it hard, and would likely have to be drivem with light pedal applications,
sounds like it could be flooding.....
but check all your vaccuum lines, (you just did the head didnt you) they are real bitch when it comes to poor idle....

Does it maybe have one of those little things that turns off the idle solonoid when the vacuum is above a certain amount, which is supposed to act as an overrun fuel cut, and it is a bit crook? Try connecting the idle valve straight to power and see if it does it.

i rang up and confirmed, i believe we do have the same motor..
problem was, at idle, and especially after a drive, the cams didn't generate enough vacuum to power the fuel pump.. something about heat and expansion, and the petrol not rising to the carb hence a stall. Was also told it might have to do with the length of the hose and the pump not generating enough pressure at idle.. Re-starting it back again with little throttle brings the engine right back up.. it only occurs after 10 minute or so drive...
