I work for a bearing company (CBC.) If you go with the 6300-2ZC3 it will be able to handle the RPM easily but the 2Z suffix means it has a non contact metal shield, not a rubber seal. These 2Z bearings are not generally used in automotive idlers as the shield allows both dust and crap to enter the bearing but worst of all it allows the grease to come out. This is exasperated by the heat in an engine bay (on top of the heat created by friction in the bearing itself.) The heat melts the grease which in time will run out of the bearing, leaving it to run dry. A bearing running dry will make a horrible noise and not last long.
NTN make a bearing specially for automotive idlers. In your case it would be a 6300LLH/L410 (i'm not 100% sure on the grease code but i'll check tomorrow at work.) This has 'Low torque' seals (read low drag) and high temp grease. It is used in many OEM idlers. They have bright blue rubbers seals. Ford Australia and Yella Terra use them in alot of things. I would have to check the speed rating but 20,000 should be possible for such a small bearing
I'm sure that other bearing manufacturers will make a equivalent to the NTN product to. Oh and try to stick to Japanese or European bearings like NTN NSK KOYO etc and away from Chinese and Indian bearings. There are a lot of cheap nasty bearings around at the moment.
