Doesn't sound great mate. I'd be removing the clutch and flywheel just to make sure nothing's jamming it up there, but if you suspect that it's seized then i'd be taking it very seriously. I'd be taking the plugs out to have a look at the bores with a boroscope and maybe taking the cam cover off and inspecting the cams and chains just to be safe. If you can't get a boroscope then you might have to take the sump and have a squiz from underneath.
Honestly as soon as my engines are fully assembled on the stand they get a full fill of oil and turned over by hand until they're primed, my current 18R-G gets turned over for 5 minutes or so once every few weeks just to keep the good stuff circulating. I don't understand why people leave motors dry.
