Ideally you should maybe do some research yourself and i'd probably start by reading Garretts turbocharger 103 guide on their site HERE and then once you've got an understanding of how compressor maps work then look at the compressor map for your turbo and compare that with your engine.
Most turbos also have a HP/KW rating for help in diagnosing what is a suitable turbo for your engine.
Also search toymods cause there was a bit of discussion on compressor maps fairly recently which also talked about relating them to your engine.
Ps. youve said GT28R but there are 10 turbos in this range to choose from all of which will be different on the same engine. By getting an understanding of how the maps work you should be able to get an idea of specifically which GT28R will be best suited for your engine.
Also think about what size turbos are used on standard 2L applications and their spoolup and supported hp figures. Maybe look at what turbos suit 180sx/200sx's, wrx's, and audis and stuff. Also look at what turbos in the Garrett range people upgrade to.
