I don't believe there is a boost cut or a fuel cut. The AFM will max out around 15-17psi (sometimes more) and cause the engine to cut out.
I had a soarer gen3 that cut at 15psi, stuffed the bottom end and put in a gen2 long block which then cut out at 19psi. The ECU, AFM etc were all the same. So tell me where boost cut is on the standard ecu?
Regarding what is more appropriate about where to take the pressure line from. I would have thought you would want to know what the pressure going into your motor is, not what is coming out of your turbos. But then again 1G turbos are cheap and I would rather change turbos than pistons......

you may be using too big a sized hose... and the air isn't even thinking about venting out the controller... I had this problem with my 1ggte engine, we solved it by doing.....
we used a pop rivet, big enough to fit snug in your pipe/hose, don't "pop" it but simply knock the "nail" bit out of it so you're left with the little bit with a hole in it, put this in the tube going to your waste gates, after the controller, and this is supposed to make the hole that the air goes through smaller obviously, therefore it will be restricted and the air will go out the easiet way, which should now force out of your controller.... you may need to do some mucking around with the size of the hole in the pop rivet, but we just clamped it down with some pliers so it was smaller etc.... the basic idea of what you're trying to achieve is instead of the air flowing past your controller and to the wastegates you "block" it going to the waste gates and then it should escape through the controller.
IF..... if that doesn't work, which it didn't entirely work for me, could only get 11psi boost, then you need to do the same thing, but on the turbo side of the controller, thus reducing the total amount of air that is in the line....
hope you can understand what I am trying to say.
the basic idea of a bleed valve or boost controller is to "bleed off" the air going to your wastegates, the less air into your wastegate actuators the more boost.
