erm... it shouldn't be connected solidly, or you'll be REALLY pissed off if you ever need to change it.
It should be a painfully snug fit though, with no free play and requiring a lot of swearing and special tools to remove/replace. (I know, I replaced mine not 2 months ago)

it's a single item that is replaced as a whole. Mine had to be replaced because somehow a rock/screw/misc. hard object got in there, ripped a few teeth of the pulley then promptly are my timing belt.
