2RZ carberator problem

My engine will accelerate but the revs don't want to back off . Acc cable is fine , and when it's happening if I disconnect the front vacume hose and block it the revs return to normal ??

Sounds like a blocked vacuum port on the carby. Give it a blow out with compressed air.
