How many km have you done after the rebuild?

    Just finished the rebuild yesterday

I had the same compression before the car was stolen so I was going to do rings to sort this out but had to do the whole engine

But I still have the same problem of low compression

If it's not run in you won't have any compression because the rings haven't bed into the bores.

I personally wouldn't test compression until you have run it in for about 1000km

Pour some oil in the bores and try again, it it raises your rings might be wrong. But since it was the same before I would guess it could be your valves leaking.

I can't imagine that the compression will come up 40psi

Maybe the green book refers to the good 9.7 pistons and not my 8.5 pistons
