sv21 camry - problem turning engine off

Having an issue with a 3SFE sV21 camry manual. Been trying to get it going but have had another issue in the mean time.
When i crank it with the key, then turn the back, the starter will keep winding the motor over.
Its got real bad to the point i had the key completely out of the ignition and the starter was still winding the motor on its on.

* so far i have:
1. Removed the ignition switch from the key barrel and tried winding it with a screw driver ( thinking the key barrel may have been jamming it )...Still does it, even when right back to the off position.
2. Changed the ignition switch with another 2nd hand one... still does it.

I found once i couldn't get it to stop winding, had to shake the daylights out of the loom to the ignition switch to get it to stop... WTF!!!

Wiring loom at iginition switch looks ok, doesnt look like it has been tampered with or anything.

Any ideas?

It could be the starter motor solenoid jamming. Try another starter motor.
