Default CT12A high flow turbos, smaller exhaust wheel?

The turbos on my jzz20 are on the way out (oil seals) and I really want to keep the "factory" stock look the car has. Replacement turbos are cheap but more than likely in the same condition. Ive come across this set of high flow's but the exhaust wheel has me confused, it appears to be significantly smaller than the factory unit.

In my small knowledge of turbos, wont some of the exhaust gases take the easy way out and skip the exhaust wheel completely, potentially making the turbos more laggy than they need to be?
Is the small wheel due to the wastegates not being big enough to handle the increased flow thereore they put a smaller wheel in there to stop them over boosting?

    The first pics don't appear.

From the description, It sounds like it has been 'steel wheeled' with CT9 turbines (c/o 4E-FTE).

Being steel & not the correct profile to suit the CT12A Turbine housings, I'd say they would be laggy(er).

Flow wise, turbine wheels are often 'cutback' to increase flow, but they still match the housing.
So having a undersized turbine wheel may well increase flow 'past' the turbine, but not what I'd call a 'high flow' though.

You've prob. seen both of these:

It does look a bit smaller compared to this
