Could be several things
1) Air bubble in the cooling system - sits in the highest point (throttle body) and doesn't allow the wax pellet cold idle valve to close. Jack the front of the car up and bleed the coolant
2) Wax pellet cold idle valve busted/jammed - Remove and clean, or replace, or just bin and blank off the holes
3) Thermostat jammed open - doesn't allow coolant to get up to temperature, so car always cold and wax pellet valve doesn't close.
All 3 of those are common 4AGE problems, I'd look at them before assuming it's a sensor issue.
