Cam timing or dizzy is in wrong, check timing with a timing light. You got a piccy of the cam gears with the timing at TDC? There's 2 extra notches many people go wrong with when timing the cams. There's alignment notches on the base of the dizzy near the cam drive too.
You check to make sure the notch is visible on the cam through the oil cap? Put a compresison tester on the motor, stufffed cam timing will give you dud compression most of the time.
After learning the hard way on some Eurotrash with incorrect timing marks that nearly clipping the valves on the motor (ended up guessing the timing because a $400 tool is required) I will never in my life remove a timing belt without using a paint pen to put dots on the belt and the cam gears. Transfer the dots to the new belt and you can't do wrong.
