40mm is fine. You can run 40mm on a bored 2.2 litre 18R-G, so your 1.8 litre 3T-C will be fine.

Hey guys I'm currently building a 3tc for my ke20.
It will be running around 9.5 to 10:1 comp, large cam, mild head port, extractors etc..
Anyway I have a set of twin solex 40mm carbs to go on, will these be big enough with a re-jet for my setup or will i need do go 45s or something different?

Only thing I can add is that you may find the Pilot jets need to go up in size.
Most S4/S5 Solex that come off 2T-Gs and most off-the-shelf Type Rs come with #57.5 size Pilot jet.
If you have a pair of Type T off the 18R-G then you will find #63.8 or #65 which are the sizes you would need.
For some reason, yet discovered by myself, found only through anecdotal evidence, most rebuilt and warmed up Toyota motors put onto a Solex diet need bigger Pilot jetting. I think it comes down to the clean ULP fuel and the more efficient motor spec, but it does not become more fuel hungry.
Check the size you have.
Then if you find getting the motor to hold a good idle difficult below 1000rpm with a lot of popping and surging, with the idle mixture screws at anything more than 1.5 turns from seated then you have a too lean idle mixture.
Each full turn is roughly one size change in Pilot jet.
The main jetting you get in the Solexes you have will not be far out from what is needed unless they have a history of competition behind them so can be used as is until run in and put on the dyno.
Try to get idle and low speed sorted first.
