Legal limits for changing a hilux cluster

There's a place here in Melbourne that can wind replacement odometers back or forward to match your original reading... I'm sure there'd be somewhere in NSW that can do it too?

The km's are meant to show the km's the car has done, not the motor, which is much more relivent to safety. If a car has 600,000kms on the chassis, yet only 100,000kms on the motor, I still wouldn't touch it with a 10 foot pole.
