Sam,
On the end of each cam you will see a notch cut out (at the chain end), these notches must be directly on top when the crank is at TDC.
There is a special tool for this, BUT I usually rest a steel ruler on top of the notch to give a better indictation of the angle of the cam.
Fine adjustments of the cam are done by removing the pin and rotating slightly to fit in another hole.
