do the k's read high due to smaller diameter wheels? new cluster won't help that, but you can get little gearboxes to make the speed true to road speed.
ring RTA and get put through to their tech line, those guys tend to have a lot more idea.
failing that, call up a couple of blue slip places.
chances are, the new cluster will need blueslipping, to confirm the old/new km's, but then again, you could swap and then have it altered next rego time perhaps?
