No, the front and rear 23 seat rail mounts to seat base are spaced wider apart than the 22's. 23 seat rails are longer and will not bolt up to 22 seat rail mounts (seat rails to chassis). In my other 22 the guy before me welded a plate to the original 22 chassis seat rail mount and drilled a hole to fit 23 seats.
