18.5. SPEEDOMETERS AND ODOMETERS (ALL VEHICLES)
18.5.1. Speedometers
18.5.1.1. Unless otherwise ‘Approved’, every vehicle must be fitted with a speedometer which must:
18.5.1.1.1. indicate vehicle speed only in kilometres per hour; and
18.5.1.1.2. indicate the actual vehicle speed, for all speeds above 40 km/h, to an accuracy of ± 10 per cent.
18.5.1.2. The speedometer must be installed so that its indication is readily visible to the driver when seated in the normal driving position.
This was updated in 2006 to ADR 18/03
In the update cars manufactured after July 06 had the following option
5.1 Speedometers marked with an additional scale in miles per hour (mp/h) in accordance with clauses 5.1.2 and 5.1.4 of Appendix A are acceptable for the purposes of this standard, provided that the primary scale is marked in kilometres per hour (km/h) and the mp/h scale is the secondary scale.
From this I would say not leagal. However I have some speedos from America or Canada with both MPH & KPH which I will be fitting anyway.
