Most bilsteins aren't adjustable but it doesn't cost much to get them revalved. Should be under $250 for a pair.
Once you have them properly setup then there shouldn't be much need to adjust them.

If you want to save money buying them get them from the US, I paid $600AUD for 4 bilsteins delivered, less than half of what I was quoted from the Adelaide distributor.
I belive it's also possible to order them with specific valving too if you know what you want, but can't confirm that.

The shocky reco place in slacks creek will re valve billy's for $120 a side. It starts costing more if they're damaged and need parts. If they're brand new not much can go wrong. It's very common to need to mod the top of the strut to fit monotube shocks. There are twin tube bilsteins that have thin shafts - but they're not as heavily valved as the monotubes - or based on the tech that bilsteins are renound for.
$300 - 400 a shock they'll build you custom shocks from parts to your exact specs - using valving out of what ever takes your fancy. (was years ago that I inquired - expect it to be expensive now)
