I think the answer is no except if the signatory's name is on both State's lists. Only a few engineers are on both lists. The vic engineers are on the nsw list.

also the car atm has no cat. ive read something previously about cars being pre 1985 can get away with no cat, however with the new engine does this still count?
how hard would it be to get an engineers cert?
if he got one in sydney for me, would it comply with vic rules?

i know in vic, the engine has to comply with the vehicle's emissions laws (ie date of manufacture)
so you won't need a cat for the 2JZ. that's what my engineer told me anyway.
if you get it, you must pull that cobra sticker off! lol
It depends where Vic is in regards to adopting national guidelines. A car engineered and registered somewhere else can be driven on WA roads providing it goes over the pits (a roadworthy inspection).

if its engineered and then registered in nsw its a matter of getting a RWC and reg transfer...
from previous experiences (though this may vary) you dont even need to show the car at vicroads...(although you do have to quote the correct engine and vin no.s when ringing up to make the booking)
if it hasnt been reg'd in nsw with the 2j then you will need a VASS (vic) engineers certificate
That's very interesting... I had all my emissions gear on the supra when I had it engineered, but the engineer told me (and expressed his disbelief) that you only had to pass the vehicle emissions laws, and because the newer engine was built to comply with more stringent standards, will pass the old ones no worries

This is from the Vic EPA guidelines : my bold
(d) Replacement of an original engine with an engine that was designed to meet more stringent requirements is permitted provided that the replacement engine is in its original configuration including all emissions-related devices or systems.
For example you can replace the engine of your 1987 VL Holden Commodore with an engine made in 1997 for a VS Commodore.
(e) Replacement of an original engine by any other engine is permitted provided that:
i. if the original engine was originally fitted with emission control devices or systems, then the replacement engine must be of similar or later age and must be designed to meet the same or more stringent emission standards (plus the emission control devices or systems applicable to that replacement engine must be fitted and operate in the correct manner)
Every state is different, and likewise every inspector is different, so no one can really give you a concrete answer.
But my understanding is that if the car is engineer and licensed with the new engine/mods (and you have paperwork to prove it - ie, engineering papers, license papers showing the new engine number, mod permits, etc), then the new state will accept it without it needing to be re-engineered (obviously the car still has to pass a standard roadworthy inspection, which will find anything dodgy).
I've personally registered a NSW'd engineered car in WA without needing any extra paperwork.
