Duel igniter - Can it run 4 coils?

I have played with plenty of electronics before, so i am aware that you need both the insulating pad AND the insulating washer for the mounting bolt.
Hence why i use this little kit:

kit looks the goods, with your previous post I were sure you realised both were required.

What material are those insulating pads silicon?
