About running no cover...... it all depends on the local conditions... and laws. I like running the covers because they do provide a cleaner looking finished appearence. For the most part... I run an OEM cover... and when I went to a show... I'd break out a "windowed" cover.....

The officers explaination to me, was of course safety related, I.e hand getting in there with it running, and also the "chance" of something getting in there like a rock and in his words "blowing up the engine"
I swear the way officers say that it sounds like the engine is TNT lol.

I guess accessory belts should be illegal then, too. OK, a rock won't blow your engine immediately on those (only after the engine overheats), but the hand thing still applies.

having the cover there constitutes a safety device..
as for accessory belts, they are usually lower and you would have to try a LOT harder to get your hand jammed in them...
the same goes for high mounted superchargers (on V8's).. belt must be shelided from dimwits accidentally touching them
and while it is very unlikely a rock will manage to find it's way up to the exposed belt.. it is still possible

I know a guy who turned a blind eye for a moment and his fingers got &$%&$ in the RB26 cam gears and timing belt.
He was in hospital for a while. I didn't see the damages or what's left butDAMN

I have mine running without the cover.
Uncanny coincidence: just heard someone I know on another forum had an off day last week, and somehow absentmindedly forgot the engine was running, while checking tension on the fanbelt...
He found the belt loose but his finger suffered the same fateHe broke it, top severed, many stitches etc... and he touched only the outside of said belt... it'll heal but he's not happy =)
I'd say "couldn't happen to me", but you know... I think he'd have said the same.
Ah well, back to timing covers.
