That looks very similar to a 4AGE idle air bypass thingy. If they are the same then once the coolant line is disconnected then it is useless. Essentially it just allows a certain amoutn of air past depending on the coolant temp. Also the bypassed air will flow through to after the throttle through a hidden passage in the throttle casting, not one of the labelled hoses.
If you take it off the throttle you'll see pretty quickly how it works. And I know of several guys who have just plated it off and run without it. Clearly cold idle can suffer though.
