If it idles that high the valve must be stuck open or leaking somewhere, or not connected correctly. All it does is control airflow that is bypassing the throttle plate. Effectively the same result as holding the throttle open a bit more but heat and time controlled. I guess a predecessor to the current pulse width modulated idle valves used on motors now

i dont have the valve on there, its just a hose from the thorttle body to the plennum

Block it off. Mines blocked off and engine runs fine, with the standard system it may be better in the cold but you live in QLD right.

If you put a tube between the two it is the same as having your throttle half open.
